fostering close cooperation between the Jewish Colonization Association and American Jewry. In 1924 he was one of the prime movers in the formation of an American Joint Reconstruction Foundation, which unites the work of the Jewish Colonization Association with that of the American Joint Distribution Committee in Eastern and Central Europe.
M. Oungre was also active in the establishment of the HICEM, which coordinates and handles the work among Jewish emigrants of the ICA and the HIAS of America. The HICEM has been one of the most important agencies in caring for the flood of refugees from Germany. M. Oungre has figured largely in the work among the refugees through his participation in the deliberations of the French National Committee for Relief of German Refugees.
Under M. Oungre’s direction, the Jewish Colonization Association has also engaged in large scale activities in Palestine in recent years. His visit to Palestine in 1932 resulted in the establishment of the EMICA, an important Jewish colonizing agency established by the ICA and the American Emergency Fund.
M. Oungre was born in Arlon, Belgium, September 21, 1880. His grandfather was a well-known rabbi and his father was the reader of the synagogue in Arlon. M. Oungre was made a Knight of the Legion of Honor a few years ago. Last year the French government made him an officer of the Order.
