Israel Galili, Minister of Information, warned yesterday that an agreement by any Arab state to meet with Israeli representatives might be nothing more than a tactical maneuver and no indication that it really wants peace. Mr. Galili told reserve officers that until now there had been no sign that any Arab state was ready to negotiate and all have refused to meet Israeli representatives directly. Consequently there was no cause to change Israel’s policy, adopted last November, to hold the occupied territories until cease-fire lines are exchanged for formal peace treaties, he said.
