Major General William E. Riley, Chief of Staff of the United Nations truce supervision organization for Palestine, will return from New York to Jerusalem by air on Sunday, it was announced today. In a statement issued here, Gen. Riley said:
“I believe it is possible to find a solution to the difficult problem that faces Syria and Israel in connection with the fighting that has broken out in the demilitarized zone established under the General Armistice Agreement of July 1949. Information in hand at the present time indicates that both parties have accepted the Security Council’s cease-fire resolution and are awaiting an opportunity to discuss the questions at issue.
“If both sides are amenable to accepting a proposal that the chief of staff might make, there is no question in my mind that this situation, as well as other situations, can be ironed out, and peace restored between the two parties. Of course in any situation of this kind, both parties have opinions based on their own interpretations of the General Armistice Agreement as a whole, and therefore understanding must be established between them, which would permit the restoration of normal life to the Israelis as well as the Arab refugees who are inhabitants of the demilitarized zone.”
