Dr. Edvard Isak Hambro of Norway, elected president yesterday of the United Nations General Assembly’s 25th anniversary session, expressed the view today that the UN was “not equipped to take material action” in cases of hijacking. He said he thought the UN should be “better equipped” but declined comment on Secretary General U Thant’s proposal, made Monday night, for an international tribunal on hijacking. Dr. Hambro told a press conference that hijacking was “international piracy” and “very threatening.” He called the taking of hostages “a serious violation of fundamental human rights,” declining to make any distinction between the seizure of airline passengers by Palestine commandos and the detention of Arabs by Israel.
