Alexander Toeroek, the Counsellor of the West German Embassy here left by plane today for Bonn in his fight to clear himself of charges that he had been a wartime member of the Hungarian Fascist Party, the Arrow Cross.

The envoy arranged to have disciplinary charges instituted against him by the West German Foreign Office as a means of establishing the facts and to sustain his flat denial of the charge.
