A spokesman for the West German Government declared here today that the Bonn Cabinet would offer Israel $714,000,000 in goods as reparations. A meeting of the West German Cabinet to deal with this question was scheduled for today.
The spokesman said that the offer would be made when the German-Israeli talks resume at The Hague. He said that the equivalent of $714,000,000 in merchandise would be shipped to Israel over a period of 12 years.
