Franz Blucher, West German Vice Chancellor, today declared that the German-Israel reparations pact could not be repudiated because it was a moral act of greatest importance and as such could not be “denounced before its actual implementation.” At the same time, the Vice Chancellor said all efforts should be made to prevent a breakdown of German-Arab relations over the Israel pact.
Meanwhile, in Bonn today representatives of the West German Foreign Office and Trade Ministry and the German envoys to Cairo and Damascus were discussing an approach to the Arab states via trade talks. Negotiations with the Arabs are expected to start with individual states and then be expanded into a multi-nation affair.
