Germans may have been collectively responsible for the Holocaust, but not every German was individually responsible, the Ontario Press Council decided. With its decision, the Council upheld a complaint against an editorial that appeared last year in the Toronto Globe and Mail. The complaint had been filed by a German-born Toronto resident who said that he had opposed the Third Reich and felt “deeply hurt by being painted an active participant in genocidal murder” by the editorial.
