Germany has reportedly offered to sell Israel two new submarines at a discount. The outgoing German government, after vacillating on the Dolphin submarine sale for several years, is offering them to the Jewish state at a reduced price of around $1.17 billion, Der Spiegel and Focus magazines reported Saturday.
