The Allied powers will relinquish to Germany the authority for the disposition of refugees and displaced persons, Geoffrey W. Lewis, Deputy Director of the State Department’s Bureau of German Affairs, today told a conference of American corporation executives. He also described the establishment of a board, which will be made up of three Allied members and three Germans, empowered to recommend the parole of war criminals.
