Germany’s opposition candidate for chancellor said Parliament should decide the fate of a proposed national Holocaust memorial. Gerhard Schroeder’s comments came after the country’s current leader, Chancellor Helmut Kohl, agreed to put the plan on hold until after Germany’s Sept. 27 general elections.
