Goldmann Sees Rising Israel Immigration; Pinpoints W. Z. O. Problems

Dr. Nahum Goldmann, president of the World Zionist Organization, predicted today that immigration to Israel would total nearly 30,000 persons during the current year, with a minimum of 40,000 next year.

At a press conference here today, Dr. Goldmann repeated earlier reports that nearly all organized Jewries would be represented in the forthcoming 25th World Zionist Congress. The Congress is to convene here December 27. Non-Zionist organizations will send fraternal delegates and associate members or observers without the right to vote.

According to Dr. Goldmann, the keynote of the Congress will be an analysis of Zionism and the Jewish people today. In discussing the principal purpose of the Congress, he said the basic question was what the function of the Zionist movement was now that the Jewish State has been established. Recalling Herzl’s statement that the task of Zionism was to solve the Jewish question, Dr. Goldmann said the 25th Congress will have to answer the question: “Is there a Jewish problem?”

In a report on Jewish Agency executive deliberations on the agenda for the Congress, he said the executive agreed to devote the bulk of deliberations to the functions of the Zionist movement outside Israel, and the duties of the individual Zionist to Israel.
