Sen. Charles E. Goodell, New York Republican, charged in the Senate Tuesday that State Department formulations favor the Arabs and threaten the security of Israel. The Senator said the new policy would require Israel to make “major territorial and other concessions” in exchange for a dubious international guarantee. Sen. Goodell announced that he would offer a Senate resolution urging settlement based upon direct negotiations between Israel and the Arab states. He said it was “naive” to expect Israel to withdraw to pre-war boundaries in view of unrelenting Arab hostility.
