The Grand Duke Cyril says that the movement of a revolt is beginning to gather way and he is ready to return should a genuine desire be expressed for him to do so.
He is convinced that a Czar, avoiding the blunders of his predecessors, would have a good chance now of regenerating the country and making Russia a power worthy of its ancient traditions.
