Quiet or “private” diplomacy is needed to supplement open debate in the organs of the United Nations in efforts directed at “lowering the temperature” in the Middle East, UN Secretary General Dag Hammarskjold declared here prior to leaving for Geneva to confer to day with United Arab Republic Foreign Minister Mahmoud Fawzi.
Delivered to a joint meeting of both Houses of Parliament, Mr. Hammarskjold’s address cited the Arab-Israel situation as an example of his use of the techniques of classical diplomacy. He also noted that formation of the UN Emergency Force, which has brought a relaxation of tension along the Gaza Strip frontier, was preceded by private talks.
