United Nations Secretary General Dag Hammarskjold took newspapermen by surprise here today, in displaying an extremely lenient attitude toward Egypt’s confiscation of Israeli cargo on ships passing the Suez Canal, despite the fact that there is a decision of the UN Security Council that the Suez Canal must be open to all ships of all nations.
Giving second place to this decision, the Secretary General said that a unilateral Egyptian declaration, made in 1957 must be “a starting point” in discussions about the passage of Israeli cargo through the Suez Canal. That declaration made it clear that Egypt considers
