The 32nd annual convention of the Hapoel Hamizrachi, American Zionist Orthodox Labor organization, concluded its session here with the rejection of a proposal for a merger with the Mizrachi organization. However, a large number of the delegates voted to recommend the establishment of a joint council of the two organizations for the purpose of working together in the fields of culture, education, public relations and fund-raising.
The convention also adopted a resolution urging its members to make plans for eventual settlement in Israel. A program for the encouragement of middle class emigration from the United States to Israel was presented at the convention by Rabbi David Weingarten, director of the immigration department of the Jewish Agency.
