The Palestine Government has crystallized the hitherto “temporary” immigration restrictions into a permanent status by publishing in the official gazette an amendment to the immigration ordinance vesting in the High Commissioner unfettered discretion to prescribe the maximum aggregate number of certificates for any specified period as well as to specify the immigration categories and the maximum certificates that may be issued in each. Jewish circles commented that the amendment revealed the Government’s intention to continue the arbitrary restriction of Jewish immigration.
