Holds Disorderly Emigration Makes for Unrest

Pointing out that the movement of peoples from east to west “has been a twisted cord of many strands winding through the pages of history,” Mr. Taylor declared:

“Unfortunately in the years subsequent to the Great War, just as forces operated in some instances to restrain and in other instances to stimulate artificially the flow of goods, similar forces acted in some instances to bar and in other instances to force artificially the flow of peoples and, in consequence, there have been thousands upon thousands of human beings uprooted from homes where they had long been established and set adrift to wander without hope.

“However, just as the time has come when statesmen in many countries are recognizing that peace and security in world affairs are dependent to a large extent upon happier economic conditions and are laboring to re-establish the orderly course of world trade and commerce, similarly the time has come when governments are recognizing that the disorderly movements of peoples in great numbers makes for general unrest, and that they must strive for orderly migration. Recognition of this necessity brings us here.

“As members of the family of civilized nations, we face this, our task. It is not easy, but we are confident that if all who have an interest in ordering a solution of the problem of involuntary emigration will join efforts with ours, we shall succeed. The difficulties with which we are confronted are not, in my opinion, insurmountable, although the problem is fraught with many complexities. if, however, our desire for a straightforward solution is promptly met, we shall find a method and find it calmly, objectively, without prejudice and without passion.”

The expulsion of the entire Jewish population from a number of Austrian cities and areas has been ordered by the German authorities, according to information received here today by Mr. Taylor. In the province of Styria, all 2,000 Jews have been ordered to evacuate by September. Six hundred Jews in the Linz area, comprising the entire Jewish population, have been ordered to leave by October. In the Burgenland province, where 3,000 Jews have already been driven out, the remaining 500 have been threatened with concentration camp unless they emigrate.

Steps have been taken here for formation of a settlement company to promote small scale immigration to the British colony of Kenya in easter Africa, it became known today in connection with the opening of the refugee conference. The sum of $75,000 has been subscribed to launch the plan, which provides for an initial settlement of 25 young German Jews. The youths will be placed with Kenya farmers for a year’s training period, after which six Jewish farms will be established with the help of Jewish organizations. The Council for German Jewry will be asked to assist in the plan.
