Dr. Josef Luns, the Foreign Minister, informed Parliament that the Dutch Government had notified Israel that Holland favored the internationalization of Jerusalem and placement of its holy places under international control. He said the Dutch Government had expressed its opposition to Israel’s incorporation of East Jerusalem into its capital. Dr. Luns also reported he had discussed the possibilities of an Israeli-Arab agreement with Israel and some of the Arab states.
