An amendment to the Neutrality Act to permit American ships to rescue child refugees from the war zone was voted by the House today after three hours of debate. The measure now goes to the Senate.
Under the terms of the bill, American vessels are permitted in war zones, provided that a safe conduct is granted by all belligerent nations and that such ships as are sent are fully identified as “mercy ships” by use of the American flag painted prominently on the sides of the vessels. Approximately 32,000 English children have been registered for evacuation, and it is estimated that 50,000 or more children may be brought to this country from the war zone if the Senate votes its approval of the measure.
