Israel may import laborers from abroad and will temporarily lower certain building standards in order to provide housing for the wave of immigrants expected to arrive during 1972. Details of the crash program that will cost at least $100 million were disclosed here by Yosef Sharon, director general of the Housing Ministry, He said the foreign labor would consist of tile layers and plasterers, a category of workers in short supply in Israel. The Ministry will rely heavily on pre-fabricated homes which outs construction time, by a third.
