Howard H. Desky was elected president of the Jewish Welfare Federation of Alameda and Contra Costa Counties at its silver anniversary dinner meeting here. He is the chairman of the Oakland Mayor’s Committee for Civic Unity and is a member of the executive committee of the Joint Defense Appeal.
