The U.N. Human Rights Commission, by a 10-4 Vote, today adopted a resolution which may make it possible for individuals, in addition to sovereign states; to invoke the protection of the world organization against violations of human rights. The plan follows the same lines of a proposal submitted earlier by Frank Goldman, president of B’nai B’rith, on behalf of the Coordinating Board of Jewish Organizations.
Dr. Maurice Perlzweig, representing the world Jewish Congress, made a strong plea at the Commission today for the right of individuals who have grievances against their government to petition the U.N. directly. He maintained that if the Commission confines the right of petition to states, it would not, in his view, achieve the protection of human rights, Voting against the resolution were the U.S.S.R., Ukraine, Yugoslavia and Iran.
