Human Rights Watch plans to accuse Israel of war crimes. The accusation will be in a report the group plans to release Thursday summarizing its findings. Representatives of the organization have been in Lebanon since the outbreak of fighting and have documented “dozens of cases in which Israeli forces have carried out indiscriminate attacks against civilians while in their homes or traveling on roads to flee the fighting,” according to a release issued Monday.
