John D. Kingsley, an American, was elected today director-general of the International Refugee Organization, succeeding William H. Tuck. Mr. Kingsley is at present deputy administrator of the Federal Security Agency in Washington.
The I.R.O.’s 18-member general council last night adopted a schedule of liquidation for the organization. It provides that on Aug. 31 of this year, refugees will no longer be accepted for care or protection; on Dec. 31, admissions to the I.R.O.’s refugee camps will cease; on June 30, 1950, all care and maintenance activities conducted by the organization will end. The decision to suspend the I.R.O.’s activities as of June 30, 1950, was opposed by the U.S. and Britain, as well as by Mr. Tuck.
