The 30-member council of the International Civil Aviation Organization began meeting in closed session here today to consider Lebanon’s complaint against Israel for diverting a Lebanese airliner Aug. 10 and forcing it to land in Israel.
Observers here noted that the council could condemn Israel but does not have the power to impose any sanctions. The ICAO general assembly is to meet in Rome Aug. 28-Sept. 21 to consider measures for ending terrorism in international aviation.
Earlier in the day about 1000 pro-Arab supporters picketed outside the office of Israeli Consul General David Ephrati shouting slogans and saying they were not against Jews but only against Israel and Israel’s unlawful acts.
