A special session of the International Civil Aviation Organization, called by Lebanon over Israel’s retaliatory raid last Dec. 28 on the Beirut international airport has ended with a unanimous decision by all ICAO members to postpone indefinitely any action on the Lebanese complaint. The decision was announced by Walter Pinaghi, ICAO president. Lebanon had demanded that the ICAO punish Israel for the Beirut raid with sanctions and that Israel be expelled from the 116-member organization, a special United Nations agency with headquarters in Montreal.
