Immigration Minister Robert Andras told the Houses of Commons in Ottawa Monday that the standing policy of the Canadian government forbids members of the Palestine Liberation Organization from entering the country. Andras said that this policy excluded all PLO members with the exception of those invited by a recognized group. He was referring to the United Nations’ invitation to the PLO to send observers to the UN conference on crime and subversion scheduled to be held in Toronto early in September.
