In reply to questions by Col. Josiah Wedgwood concerning the present stage of the Palestine loan and when the construction of the Haifa harbor will be begun, the minister replied that a British survey party proceeded to Haifa in October to prepare detailed specifications and estimates for the Haifa harbor work. It wis impossible at present to state the position of the Palestine loan issue because it is a question of choosing the most favorable time for raising the loan, on the London market. The harbor works are not being held up pending the issue of the loan.

Replying to another question by Col Wedgwood concerning the Palestine government’s ordinance on the commutation of tithes, Major Ormsby Gore replied that the ordinance provinces for the commutation of tithes in arrears. This ordinance was already approved and will be applied as an experiment in thirty villages selected by the High Commissioner. Legislation dealing with the taxation of urban property is still under the consideration of the government, which is proceeding to ascertain the best form for a new taxation system in place of the old one which, the minister admitted, is unsatisfactory. When asked by Col. Wedgwood whether the new experiment with the commutation of tithes would cover Jewish villages or be applied solely to Arab villages, the secretary requested notice for a reply to this question.
