An allotment in the Soviet government budget for 1928-1929 to combat unemployment was decided upon at a meeting of the All Russian Praesidium.
Acting on the proposal of the Comzet, the governmental department of Jewish land settlement, the Praesidium decided to assign funds in the budget to train unemployed Jewish workers, particularly in the Western region.
