Independent Refugee Agency, Which Would Cooperate with U.n., Suggested by U.s., Russia

An independent refugee agency, which would work in cooperation with the United Nations, but not be completely under U.N. jurisdiction, was advocated yesterday by American and Soviet representatives on the U.N. Committee on Refugees and Displaced Persons.

George Warren, American delegate, said that the U.S. believed that the new organization would have to have some freedom if it wars to work efficiently. The Soviet representative suggested that the body be “completely independent,” but maintain liaison with the U.N. General Assembly. Warren also proposed that the new organization report periodically to the Economic and Social Council.

Sir Herbert Emerson, chairman of the Inter-Governmental Committee on Refugees, warned that the resettlement of refugees now in Europe would be a matter of “several years.” He urged that the new organization have a “clear mandate, expressed in unmistakable terms, and invested with the highest authority.”
