An Institute for the Blind, built with the aid of members of a German youth organization, “Symbol of Repentance,” was dedicated here today. The Germans had contributed labor and nearly $70,000 for the building. Eighteen young Germans had worked on the building. The ceremonies were attended by a West Berlin clergyman, the Rev. Johannes Miller.
