An inter-governmental conference under League of Nations auspices today adopted a provisional arrangement for refugees from Germany which it will submit to the participating nations urging enforcement as soon as possible.
The arrangement defines a German refugee as “a person who has been settled in that country, possesses no other nationality than the German nationality and is proved in law and fact not to enjoy the protection of the Government of the Reich.”
It provides that contracting governments will deliver to refugees certificates of identity valid for a year and renewable by the state of issue until the holder is able to secure delivery of another certificate. The holder will be entitled to travel from the country of issue to other countries, for which he will be given visas.
A refugee is to be authorized to remain in a country and not to be expelled or refused admittance unless this become necessary for national safety or public order. The governments are to undertake not to return refugees to the Reich.
The legal status of the refugees will be determined in accordance with the rules applicable to foreigners or, if the refugee has no nationality, in accordance with the laws of the land of domicile.
