The conference of the International Labor Organization, acting on the recommendation of Israel Mereminsky, representative of the Jewish Federation of Labor of Palestine, will recommend that governmental and inter-Governmental financial assistance be given to labor cooperative organizations independent territories engaged in health and housing activities, such as the “Kupath colim” and the “Shikun” in Palestine.
A resolution to this effect was adopted today by the ILO committee dealing with problems of dependent territories. The session of the committee was addressed by Mr. Mereminsky who reported on the progress of Jewish labor in Palestine and emphasized the influence which Jewish immigration to Palestine has had in improving the standard of living of the entire population there.
Mr. Mereminsky told the session how Jewish cooperative labor institutions in Palestine have contributed to the welfare of Arab labor. The Solel-Boneh, a Jewish building cooperative of the Histadruth, has paid Arab workers in Palestine an average of eighty cents an hour as compared with forty cents paid to them by the Palestine government and with 47 cents paid by the military administration, Mr. Mereminsky reported. Private Arab and Jewish contractors, he added, pay only 48 cents an hour to Arab laborers.
The committee also adopted a recommendation made by Mr. Mereminsky that farm and be sold in dependent territories to immigrants desiring to engage in agricultural work. This recommendation is especially important since Palestine, though officially mandated territory, is considered a dependent British territory.
