The International High Frequency Radio Conference here finally decided today, by a vote of 26 to 21, to admit Zvi Prihar, Israeli Director-General of Posts, Telegraph, Telephone and Radio as a full-fledged representative.
Previously, the British delegation here protested against admitting the Israeli envoy on the grounds that Israel was not a recognized state. Prihar, who arrived here about 10 days ago, has been attending sessions of the conference as an observer.
