The Preparatory Committee for the International Union of Relief for populations stricken by disaster, met here to study means of facilitating the creation of the union.
The union was constituted in July, 1927. Its object is to coordinate the efforts of relief organizations in the event of disaster and, in a general way, to encourage the study of preventive measures against disasters and to induce all peoples to render mutual international assistance. It operates for the benefit of all stricken peoples regardless of race, nationality or political or religious considerations.
It is constituted between States, but contemplates close cooperation with non-official organizations such as the Red Cross societies.
Each State member of the union contributes to the constitution of an initial fund, the share being 700 Swiss francs, and the quota of each State being proportional to its contribution to the league.
The convention creating the union will enter into force when ratified or acceded to by twelve States members or non-members of the league, whose combined contributions amount to 600 shares.
The convention has so far been signed by Belgium, Bulgaria, Colombia, Cuba, Danzig, Ecuador, Finland, France, Germany, Guatemala, Italy, Monaco, Poland, Roumania, Spain, Turkey, and Uruguay.
