Iran and Iraq reached an agreement to exchange all prisoners from their 1980- 1988 war, which killed more than 1 million people, according to the Iranian foreign minister. Kamal Kharrazi was also quoted as saying that Iranians would soon be allowed to visit Islamic pilgrimage sites in Iraq. Observers said the developments reflected a significant improvement in relations between the two countries.
