But Richard Butler was more cautious in subsequent remarks to Jewish leaders. “I cannot say, `There’s the missile that will do this thing,'” he told the Conference of Presidents of Major American Jewish Organizations, but added that it would be “reasonable to extrapolate that what was said in The New York Times” about an attack on Tel Aviv “could be the case.”
