Charge Plan Is Based on Discrimination Against Catholics and Jews
Dr. Edward F. McSweeney attacked the “National Origins Plan” of the Immigration Act of 1924 in an address before the twenty-ninth annual dinner of the American Irish Historical Society at the Hotel Astor on Saturday night. Dr. McSweeney, whose topic was “Immigration Quotas Should Not Be Based on Misrepresentations,” declared the plan to be based on falsehood and framed so that it gave to England and the North of Ireland, with 2 1/2 per cent of the world’s population, approximately 50 per cent of admissible immigrants to the United States.
He asserted that propaganda is conducted through the text of school books, the Carnegie Foundation and other instrumentalities to give England a dominant voice in the framing of American policies, and so to restrict immigration as to create a religious distinction. Bearing on this, he said:
