A cultural accord between Israel and France, which had been in the negotiation stage for the past several years, was signed yesterday at the Quai d’Orsay. Mordechai Shneerson, Israel’s Minister in Paris, signed for Israel, while M, de Carbonel signed on behalf of France. Under the agreement French will become the most favored foreign language in Israel’s primary and secondary schools.
