Israel and the Palestinian Authority are both at fault for the large numbers of children killed during the past two years of fighting, according to Amnesty International. In a report released Sunday, Amnesty said Israel has not investigated wrongdoing by its soldiers, while the Palestinian Authority has failed to prevent terror attacks or bring those responsible to justice.
