Israel and the Palestinian Authority decided to send negotiators to Washington in the next few days, but U.S. officials downplayed the possibility that an Israeli-Palestinian peace accord could be hammered out before President Clinton leaves office. Israel reached the decision after Palestinian Authority President Yasser Arafat gave conditional acceptance to Clinton’s proposals for an accord.
