Israel appealed to the European Union not to link its inclusion in the latest E.U. research and development program to advances in the Middle East peace process. Israeli Trade Minister Natan Sharansky warned that Israeli-European ties could be harmed if Israel were excluded from the program, under which E.U. officials are expected to allot some $17 billion for joint research projects over the next four years.
