Israel believes a Palestinian effort to bring the West Bank security barrier issue to the U.N. Security Council will fail. Foreign Minister Silvan Shalom said Monday that he does not believe the Palestinians have the nine votes necessary to force a U.S. veto of a resolution condemning the construction of the security barrier.
