Israel blamed Hamas for the Tel Aviv suicide bombing but stopped short of ordering an offensive against the Palestinian Authority. Prime Minister Ehud Olmert’s office said Tuesday that Israel held the new Hamas government responsible for the attack by kindred terrorist group Islamic Jihad, which killed nine people. But Olmert decided against a military proposal to declare the Palestinian Authority an enemy state, a de-facto green light for an armed offensive.
