United Nations Secretary General Dag Hammarskjold informed the Israel Government that while he fully recognizes Israel’s right of navigation through the Suez Canal, under the rulings of the U. N. Security Council, he is not able to obtain any further concession from President Nasser of the United Arab Republic beyond the “conditions” set by Nasser concerning the passage of Israel cargoes.
This was learned here today following a meeting of the Israel Cabinet at which the latest developments in the Suez Canal issue were reported, including the latest talks with Mr. Hammarskjold and Western governments regarding free passage of Israel cargoes through the Suez. Premier David Ben Gurion was absent from the meeting because he is laid up with fever.
Nasser’s “conditions” as conveyed through Mr. Hammarskjold have been reported here as stipulating that cargo from Israel would be permitted to pass the Suez Canal if it is carried FOB Haifa–meaning goods on board belonged to the buyer–and if all Israeli imports were to be CIF Haifa–meaning that they remained the property of the exporter until they reached Haifa.
The Cabinet meeting today also heard a report from Minister of Police Behar Shitreet on the disturbances this week-end in Haifa. Mrs. Golda Meir, Foreign Minister, who returned this week-end from her tour in Latin American countries, reported to the Cabinet on her visit to these countries.
