Israel canceled its planned release Friday of 151 Arab prisoners. Thursday’s announcement came after the top Palestinian negotiator on prisoner releases rejected the list of names Israel submitted. Hisham Abdel Razek said Israel is offering to free prisoners who have almost finished their terms, while the Palestinians insist on securing the freedom of those who still have many years to serve.
