The Israel Communist Party opened its 13th national convention here last night with an address by its general secretary, Shmuel Mikunis, who attacked the Israel Government for adhering to the Eisenhower Doctrine. Messages of greetings from Marshal Tito of Yugoslavia and the Czechoslovak Communist Party, which follows an Orthodox Communist line, were read to the session. The delegates met in camera today.
