Israel criticized a U.N. General Assembly decision to call for an international conference on Israeli settlements in the West Bank and Gaza Strip. The unprecedented request for a meeting of the signatory nations to the Geneva conventions, which govern the rights of civilians in wartime, was approved by a vote of 115-2, with 5 abstentions and 36 members absent. The United States and Israel were the only two states to oppose the non-binding resolution.
